William Lindsay letter August 27, 1793.

                                                                                                      August 27th, 1793.
Sir:
I have it in command from the Secretary of the Treasury to communicate to you, & to the Attorney of this District any circumstances existing within my Jurisdiction w'ch have an appearance of contravening the laws of Neutrality, in consequence of which, it is incumbent on me to exhibit to your view a vessel (which was built at Suffolk by Mr. John Cowper, or under his directions,) now in this port. I have sent an officer on board to examine her who reported to me that he saw no guns on board of her, but that she was fitted for them, & there is no doubt but that they have guns in their possession, to be taken on Board at a convenient time.
I have also to inform you that the British Ship of war of Seventy-four Guns, the " Orion," Capt. Duckworth, is now in Hampton Road, with a prize — the Sans Culotte.
