Dr. James E. Mills

Dr. James E. Mills was a prominent and popular physician who practiced in Norfolk for over 30 years. He was a founding member and leader of the Elks Grand Lodge. When he died in 1937 at the age of 63, a very large crowd attended his funeral procession. The Journal and Guide, Norfolk’s African-American newspaper, described it as “one of the most impressive ever witnessed in the city”, despite inclement weather conditions.
