Dr. Webb was born in Norfolk to Richard H. and Elizabeth E. Springs Webb. He attended the public schools of Norfolk and Old Norfolk Mission College prior to attending New York University. 1913, he graduated from the Leonard School of Medicine at Shaw University in Raleigh, North Carolina. After two years of practicing medicine in St. Albans, West Virginia, Dr. Webb moved back to Norfolk and began a distinguished 52 year medical career.

He became an associate of Dr. Wilbur A Drake, and succeeded him as surgeon-in-chief of Tidewater Hospital in Lambert’s Point. He was one of the foremost proponents of establishing a modern medical facility for African-Americans in Norfolk. His advocacy culminated in the establishment of Norfolk Community Hospital, of which he was an invaluable staff member, particularly through the institution’s lean early years. His efforts enabled the hospital to fill a significant void in medical services to African-Americans throughout Tidewater and become a leading institution of its kind. He was married to Wanser Bagnall Webb (1898-1974), also a native of Norfolk. They had one son, John Jr., and are interred together at Calvary.
