Walter L. Davis was born in Petersburg, Virginia to Mr. and Mrs. William Davis. He was a graduate of Howard Law School. After graduation, he briefly practiced law in Alexandria, Virginia. In 1915, he established an office in Norfolk. When the United States entered World War I, he joined the army and attended the Infantry Central Officers Training School. After the war, he returned to his Norfolk law practice. His legal career in Norfolk spanned 48 years, and ended when he retired in 1962.  He was married to Lygretta B. Davis. They had one daughter, Annie Davis.
