Richard Moss was born in England in 1873.  He relocated to Norfolk in the late 1910s   and was heavily engaged in civic and political matters.  He served as a justice of the peace for several years.  In addition to his political and civic engagements, Moss was also involved in the Standard Cargo Checking Co. which supervised the loading of cargo in the ships in Norfolk and Newport News.
