Sir,
In reply to your letter of the 29th ultimo, I am enclosed herewith a copy of Civil Engineer Brown's letter to me on the subject of the contractor’s proposition to build a solid wharf instead of the piers at Fort Norfolk for an additional sum of $3000.
I also enclosed the drawing called for in your letter.
