Norfolk Mayor W. R. L. Taylor (left) presents the historic Norfolk Mace to Virginia Governor James H. Price, as an emblem of the Governor’s authority while in Norfolk to lead the 16th annual pilgrimage to Cape Henry on 26 April 1938. Cape Henry Day recognizes the English colonists who landed here in 1607 and gave thanks before proceeding upriver to settle at what they would call Jamestown. Also pictured are (left to right) Norfolk Councilmen Hugh L. Butler and Joseph D. Wood.
