Alexander Campbell to the Lieutenant-Governor.

Sir:
I have received the letter which you did me the honor to write me today, covering a letter from the British Consul at Norfolk, and sundry communications between him and the Mayor of that Borough, on the subject of an insult offered him by some riotous persons in that place.
It being the province of the Courts of the United States to punish offences of this nature, it becomes my duty, as their attorney in this District, upon the notification which I have received, to institute such proceedings against the offenders as will bring them before the proper tribunal, and subject them to the punishment which is assigned to such outrages by the laws of nations and the peculiar laws of the United States.
I shall discharge this duty with a promptness and alacrity which will leave no room to the consul of his Brittannic Majesty to doubt the wish of the United States or their determination to extend perfect protection in every respect to the Representative of a Sovereign power residing within their Territory.
