Sir:
By a proclamation Just rec'd from Charleston, there is reason to apprehend a kind of plague prevails in the Winward Islands of the W. Indies. As I did not hear from your Exc'y, I exchanged two four-pound iron guns for two three-pounders of brass, which are good artillery pieces for the field and worth four or six of the others, which I hope may be approved of.

By his Exc'y W. Moultrie, &c:
Whereas it appears to me from credible information that a pestilential disease hath been lately prevalent in the Island of Grenada and other Windward Islands in the West Indies, in order therefore to prevent the said disorder from being introduced into this State from any of the s'd Islands, enjoining all pilots & who shall board vessels corning from those places to come to and remain for examination to be made into the State of the health of their crews, by Physicians of the port.
I thought it my duty to give you this information, as we have some acc'ts of the same kind, but not authentick. The British Fleet was at Barbadoes the 28th ulto., & had made no attempt on Martinique.
