I certify that there is due to the Phoebe Shannon matron to the Hospital at Fort Norfolk the sum of one hundred & twelve dollars and six cents, being for her pay up to the 31 December 1798 agreeable to a certificate of Surgn. Mate Wm Barnwell, which sum is to be transmitted to Edward Carrington Supervisor at Richmond to be by him paid to the said Lieutenant Ferdinand L Clarborne, who is to be held accountable for the due application thereof –

Fire destroyed the War Department office in 1800. For decades historians believed that its files, and the window they provide into the early federal government, had been lost forever.
