Col. Jonathan Williams Report 29 February 1808
Distribution of Corps of Engineers, and assistant Engineers who may be employed for Special Purposes.
1. The River Mississippi & Coast to be put under the care of Mr. Foncin.
2. All the Forts in Georgia & the two Carolina’s to be under the direction of Major Macomb who is to take post in Charleston & to be assisted by Capt McRae, Capt Garrett and Lieut W Partridge.
3. All the ports in Virginia & Maryland to to be under the direction of Capt Armistead who is to take post at Norfolk & be assisted by Capt Homford & Lieut. E. D. Wood.
4. The River Delaware and New York Harbor will be taken charge of by Col. Williams whose station will be in the latter place, assisted by Lieuts Totten Babcock & Buck with such cadets as may be taken from the military Academy.
5. All the Ports in Connecticut Rhode Island Massachusetts and New Hampshire to be under the direction of Major Swift who will take post at Boston & be assisted by Lieuts Willard & Thayer with such cadets as can be drawn from the military Academy.
