Sir,
I have examined the enclosed report from Captain Louis.
The maintenance of Fort Norfolk & Nelson form no part of the project of defence proposed for Hampton Roads & Norfolk.
I would advise therefore that no further expenses should be bestowed upon either of these works.
The troops forming their garrison, in the course of ordinary fatigue duty, may keep them in a state of repair that will make them tenable as long as it shall be deemed necessary to maintain them.
