Sir,
You will immediately proceed to the Chesapeake; and make a survey of all the fortifications, and public works connected with them, existing at, or in the vicinity of, Baltimore, Annapolis and Norfolk. On the completion of which you will repair to the City of Washington, and report yourself to the Board of Engineers.
