Sir,
The harbor in the vicinity of the Magazine Wharf has become so filled up that at low water it cannot be approached within several yards, even with a batteau, the flat being entirely bare. Yesterday I was disappointed in an opportunity of sending powder to Washington by the Osceola in conveyance of it’s being low water, when the steamer heve too off the Magazine to receive it. The only way to remedy the evil is to make a channel with the Mud Machine; it can be accomplished in about ten days. There is a balance on hand, belonging to repairs of Magazine, of upwards of one thousand dollars, shall it be done?
