Sir:
I have the honor to enclose herewith, a copy of a letter from the Bureau of Yards and Docks, of the 20th instant, and respectfully request, that the permission therein asked, may be granted.
It has been suggested, that the grant to the government, was accompanied by conditions which may defeat the title of the United States, if not applied to the purposes for which the grant was made. I will thank the secretary to have this point investigated before the transfer is made.
