Sir:
I have to acknowledge the receipt of your letter of yesterday, accepting the possession of old Fort Norfolk, for the use of the Bureau of Yards & Docks, with the understanding, that for the purpose of preserving the value of the place as a defensive position, no repairs or improvements will be made without the previous sanction of this Department.
Directions have this day been given to deliver possession of the place to any officer who may be designated by your Department.
