Sir,
I request to be informed if I may not use the balance remaining to the credit of the Old Powder Magazine Viz. $1319 is in enclosing the grounds there, as well as the hospital grounds with a common rough sense; and expand what may then be the remaining as the enclosure at Fort Norfolk.
In my annual report and estimate, I shall recommend and submit an estimate for separating the Government property from that of private individuals adjoining the Hospital, by cutting a canal, from a creek on the S.E. through to a cove on the N.W. which will be more fully explained in my report.
