Captain,
I have received your letter of the 21st inst., respecting the proposed change of location for the Naval Magazine authorized to be erected at Fort Norfolk, after duly considering these suggestions made by you, have submitted the same to the Secretary of the Navy for his decision, and am directed by him to “let the building proceed at Fort Norfolk”, you will be pleased to govern yourself accordingly.
