Sir,
Your letter of the 25th instant in relation to Mr. Patten’s bill for handling brick has been received.

These bricks are a portion of the quantity delivered at the Magazine Fort Norfolk, and at the Yard under the contract of Mr. Charles Pendergrart for the past year.

This gentleman represented to me in January last, that at the request of my predecessor he had some time previously, suspended the delivery of building materials under contract for the Magazine, by which he had been put to some inconvenience & loss, and that then (January) owing to the demand for then brick, at advanced to a price in Baltimore, equal to that paid by the government so that in the deliveries thereafter to be made he should lose the cost of their transportation here, and the expense of their cartage from the wharf to the spot where they were required for use, unless I would relieve him of the latter expense. His statements were corroborated by the late Master Mason, who with Commander Cunningham & others gave Mr. P. a high character for promptitude etc. as a contractor of long-standing at this Yard; and under these circumstances permitting the brick to be received on the wharf and had them handled at Government expense to the spot where they were required eventually.
