Joseph Smith Letter 5 October 1858

Captain,
Your letter of the 4th inst with their respective enclosures have been received.
With regard to the change in the place of delivery of stone under the contract with Mess: McClenahan & Co, we cannot compel the contractors to do so, if they insist on delivering at Fort Norfolk. These changes embarrass the Bureau exceedingly.
The subject of Mc Alpine timber has been submitted to the Secretary of the Navy, his decision when made, (on engineer Brown's recommendation), will be communicated to you.
It has been represented to the Bureau that the timber in question was not wanted and so it has been held by the Bureau tho it has been advertised for, no contract has been awarded, the bids however were lower considerably then the price of Mc Alpine's contract. It is presumed that Mr. Risley will deliver the timber for Yard very soon.
