Hdqrs. Eighteenth Army Corps,

Department of Virginia and North Carolina,

Fortress Monroe, February 24, 1864.

Admiral: Having been able to find a proper place to confine the prisoners now at Fort Norfolk, I am having it fitted up, and as soon as possible, I hope in the course of ten days, I shall be able to turn over Fort Norfolk to the Navy, as they request.
