Sir:
In the effort which the Bureau is making to dispose of all unserviceable powder on hand at the several Magazines, it finds that there exist at all of the Navy Yards a serious discrepancy between the official books and the actual contents of the magazines.
Please, therefore, direct the Inspector of Ordinance to make a personal inventory of the Magazine at Fort Norfolk and report the result in detail, as early as possible, while so doing let the good powder be separated from that which is unserviceable and condemned.
