Sir:
The letter of the Inspector of Ordinance, of March 20, concerning the disposition of the Magazine grounds at Fort Norfolk, and at St Helena, has been received, and his explanations are entirely satisfactory.
It is to be understood that the disposition of these grounds is entirely with the commandant. But no one occupying them must be permitted to use them on shares with any outside parties. On the contrary, he can only be allowed to do so at his own expense; the Government labor is not to be employed in their cultivation.
Moreover, with regard to trespass, your attention is invited to the enclosed publication by General Babcock, Commissioner of Public Buildings in this District (National Republican, March 24, 1875).
The law applies to all the public domain, and is therefore to be observed at Fort Norfolk, St Helena, and Craney Island.
