Sir:
The Bureau is desirous to get rid of the small amount of old powder and multiplicity of makers thereof, and therefore directs that the following powder mentioned in the Weekly Returns of the 6th be massed into lots in accordance with “Regulations for Powder Magazines”, prior to and to be ready for removal to the new Magazine at Craney Island.
The Shell powder, heretofore known as musket, manufactured by Brickford, 1865, 1539 ft, and that unknown 1517 ft to be denominated unknown 1528 ft lot 4, class 3, shell.
The Rifle powder, manufactured by Dupont & Co, 1864, 1438 ft, 1872, 1404 ft, 1863, 1436 ft, 1864, 1473 ft, to be denominated Dupont, 1875, 1443 ft lot 2, class 2, Rifle.
The rifle powder, manufactured by Brickford 1864, 1528 ft, 1864, 1554 ft, 1864, 1490 ft, American, Hazard, and Smith & Rand, to be denominate unknown 1875, 1445 ft, Lot 4, class 2, Rifle.
In massing this powder the “Regulations for Powder Magazines” must be strictly followed, and attention is particularly directed to pages 10, 11 and 13 of said regulations.
This work is to be performed in dry weather, never when the atmosphere is damp.
After the classification of the powder the smallest lots must be issued first.
