William N. Jeffers Letter 15 September 1875

Sept. 15, 1875

Commodore T. H. Stevens
Commandant

Sir:

Referring to Bureau letter of July 20th relative to the employment of three (3) Ordnance men at Craney Island Magazine, and the letter of the Inspector of Ordinance of August 2nd and 4th recommending James Tyson, William Bailey and Richard J. Williams, as persons fulfilling the conditions named by Bureau, you are authorized to take them on the Ordinance roll from October 1st at $6 per month.

These men are not watchmen, but laborers, occupying a very responsible position in view of the large quantity of powder the Bureau intends stowing at Craney Island, and must be seamen on account of their isolated position.

They are to be required to perform a legal day’s work; and, as a rule, within the usual working hours; but as it is frequently necessary when delivering or receiving ammunition to work tide work, they are to be required to work without regard to hours, and if they make over time at any time, on equivalent number of “hours off” is to be allowed next day.

Facilities for cooking are provided, by which they can either take turns in cooking, or can employ a cook, approved by the inspector, as they may prefer. If they cook for themselves, they must so arrange the work as not to interfere with all hands being ready at bell ring.

When not at work on magazine work proper, they are to be employed in grading, draining, or other useful work on the grounds.

Respectfully,
Wm N. Jeffers
Chief of the Bureau
