Sir:

As the special appropriation for the Magazine at Craney Island is exhausted and a significant draft has already been made upon the amount set aside, from the general appropriation, to meet the requirements of the station, the Bureau finds that unless a vigorous economy is begun at once, the Ordinance department of the Yard under your command will have to be closed before the winter is over.

It therefore directs that from and after the first Proximo, the total expenditure for Ordinance proper shall not exceed $600 per month, including the messenger in the office and the Ordnance men at Craney Island.

The Watchmen at Fort Norfolk being no longer necessary, he is to be reduced to labor.

The detail of the remainder is left discretionary with you.

Finally, as soon as the work upon which the men borrowed from Equipment & Recruiting and Yards & Docks are now engaged is completed, they are to be returned and no new work of any kind commenced with them.
