Referring to the letter of inquiry of Mr. T. S. Taylor, president of the select counsel of the city of Norfolk, Virginia, who is authorized to negotiate for the purchase of the old Fort Norfolk property in Atlantic City, left here by you. I have the honor to state, in replying, that under existing law, auxiliary sites can only be disposed of under authority of an act of Congress.
