1898 Monument Approval.

The select Council non-concurred with the Concession Council by declining to refer the Petition of Pickett- Buchanan Camp Confederate Veterans to a Special Committee.  The following action on the subject was taken: On a motion the following Resolution, offered by Mr. Jones, were adopted.

Resolution.

Be It Resolved by the Concession under Select Councils of the City of Norfolk that permission be and the said is here by granted to the Pickett – Buchanan Camp Confederate Veterans, for the erection of a Monument to the Confederate Dead, at the head of Old Market Square (Commercial Place) as per their Petition under date of June 7th 1898, and as described a Report made to them by its “Committee on Monument” under date of May 30th 1898. (a copy of which Report, in print, is attached to their Petition), and further, the following Resolution, offered by Mr. Freewood, to appropriate $2500, towards the erection of a Monument to the Confederate dead.

Resolution.

Be It Resolved by the Common and Select Councils of the City of Norfolk that the sum of Twenty Five Hundred Dollars ($2500) be and the same is here by appropriated by the City of Norfolk, to be applied with the money in hand pledged to the Pickett – Buchanan Camp Confederate Veterans, for the erection of a Monument to the Confederate Dead, to be placed at the head of Old Market Square (Commercial Place) and the proper arrangement of the Square, as per their Petition under date of June 7, 1898.

The Finance Committee of the Councils is hereby authorized and directed to borrow the said sum of Twenty Five Hundred on Note or Bond of the City of Norfolk, executed according to law, and at a rate of interest not to exceed five per cent per annum for the above named purpose.

The account appropriation to be paid by the City Treasurer on warrant or warrants of the City Auditor when approved by the Chairman of the Committee on Monument to the Confederate Dead.

The Rules having been Suspended, the following members voted Aye on a motion to adopt the above Resolution: Mires. Freeman, Freewood, Jacobs, Jones, Walters, Williams and Carroll (7)
